The dull parts, handled. The rest is yours.

We start with Open Information law (Wet open overheid) in the Netherlands. That is where our first product is being built. More will follow.

Tools you wish had always existed.

Our first product is in development, for the Wet open overheid. We will name it here when it launches.

About

Just Steps is the parent company behind the software and tools we build. We specialise in workflows shaped by law and regulation. We build tools for the people doing that work — tools designed to take the rote work and leave the meaningful work intact.

Each tool under Just Steps is built for one specific kind of work — not retrofitted from a generic platform. Some are full products with their own brand. Some are smaller tools that sit directly under Just Steps. The size always matches the work.

How we build

Software built by people who know operations and regulation.

Most software for regulated work is built for everyone, and therefore made for no one. Generic platforms try to cover every framework, every jurisdiction, every kind of professional — and end up serving each of them badly. The documentation, the technical and organisational measures, the legal grounding that regulated organisations actually need to defend a software choice — those get bolted on later, or never. And the smaller gaps — the work people do by hand every week because no platform was going to build a feature for them — get ignored entirely.

What’s harder to find is software builders who can read both the regulation and the room. Reading the regulation is the obvious part: the AVG demands privacy by design, the AI Act applies to some tasks and not others, and the difference matters. Most software vendors don’t do that work because they don’t know how. Reading the room is the quieter part: understanding what the work actually looks like day-to-day, where the data lives, where the decisions are made, where the friction sits. That’s the background we build from.

So we build at the size the work requires. Sometimes that’s a full product with its own name. Sometimes it’s a single tool that gives a team an afternoon back. Either way, the work is grounded in the things most software vendors skip: the legal reasoning, an understanding of where the data actually lives and what to do with it, and the reporting that makes the work visible. We do not build platforms. We do recognise where a small thing would make a real difference, and we build it.

We’re not actively hiring. But if you work in compliance, public-sector software, or applied legal engineering — write to us anyway. We read every email.

Just Steps is a Rotterdam-based software company that builds tools for work largely shaped by law and regulation. The company combines legal expertise with an understanding of the work the tools sit inside. Its first product, for the Dutch Wet open overheid, helps public bodies decide which information from a freedom-of-information request can safely be released, and which can’t. It has not been announced yet.
